The only one's responsible for fair game shippers being "baited" are the fair game shippers themselves.
Clover was only ever made to be Qrow's foil. He was created so that Qrow could receive more development in volume 8. Which is why he died!
Their moments were only to be show how they were opposites since their semblances contrasted. The fair game shippers just instantly thought that they were meant to be shipped together. Clover dying after their friendship build up was for Qrow's development only.
RT is a company and they of course encouraged the ship after they saw the shippers jumping into conclusions about Clover being gay for Qrow and vice versa. They just profited off of you guys because you buys baited yourselves first and the proof for that is the LIMITED EDITION and LIMITED QUANTITY enamel pins that they sold strictly to profit off of y'all.
