Let's face it, Olivia has to oppose Loki at some point. 414, she keeps her morals in check, like in 418 and 419 (cause remember, The Avengers happens in both).
The difference here?
Loki wins.
Don't as me how, this is probably one of, if not, the most blurry multiverses as far as how exactly it happens.
But as far as basic description, I'd say this.
Somehow, Loki wins (again, details mostly unknown). The key detail is Olivia. She opposed him, but now there's really nothing stopping Loki at this point, and she's well aware of that fact.
Loki's constantly trying to get her to come to his side in any dimension where she says no.
Either way, in 414, it's her unwilling ascent to the throne cause Loki refuses to let her go.
There's the less unwilling version, and the really unwilling version (I frankly prefer the former because the latter intoxicates the relationship, which is exactly what I DON'T want).
Less unwilling is Olivia basically sighs, shrugs her shoulders, and agrees because she really has no other option/nothing left to lose. I'd assume that, unlike when she takes the throne by force with Loki, she actually tries to be a kind, charitable Queen because her morality prevents her from doing otherwise. Closer to how Frigga acts in general.
But yes, in the dimensions where Olivia goes with Loki in the first place and they win, she's still warmhearted, but far more ruthless. 416 she's the best of the worst, I'd say because the people of Earth can tolerate the rule.
412 is probably the worst of the worst cause the Avengers step in at some point.
Now, the more unwilling approach is Olivia still refuses to join Loki because of obvious reasons such as he's psycho, drunk with power, not the same man she fell in love with, the list goes on. So, what does Loki do in this scenario as a last resort?
Why, mind control her as well!
He's so determined to have her rule at his side that he's willing to do anything to make it happen. Again, I'm not as fond of this version because it basically opens the floodgates for a toxic relationship, which, again, is the last thing I want.
But, yes, after her mind is under his control, she still retains most of her personality and ability to hold her own. In fact, just to make it that littlest bit better, maybe Loki decides to make it so she's not completely submissive to him (you know, agreeing with everything blindly, doing whatever he wants at will etc.). Maybe it's just an imposition of his mindset onto her.
Like, the 416 or 412 mindset she gets on her own in those dimensions now comes from her mind being controlled.
