Dea was a part of a program to help with the rehabilitation of mentally unstable individuals who commit crimes because of their problems. She was one of the only ones "qualified" to handle extremely volatile individuals. And that's where you came in.
You were a mentally unstable person who committed a serious crim (you choose your problems and crime) however your doctors believe you are ready to try to be rehabilitated with medication. It's arranged for you to stay with Dea and she sends you letters with the rules of her home and other such details.
