Vaati's motives for stealing the wishing cap Ezlo made might very well have been a product of a deep-seated inferiority complex. For one, Vaati looks very different from the other Minish and Ezlo seemed like the type to push his pupils, which probably made Vaati feel like an oddball with a need to stand out.
I also think that his actions while under the hat's influence may not have been entirely his own; his desperate desire to prove himself to others and himself probably gave birth to a dark part of his subconscious that soon developed its own sense of self and took over when it had enough power.
