Bucky quickly moved in front of Anastasia as Secretary Ross moved closer.
Although Bucky made a deal with the government and compromised Sokovia Accords so he wasn't a threat, there was still bad blood between Thaddeus "Thunderbolt" Ross and the Avengers.
Bucky couldn't help but remember everything that happened back in 2016 with the Accords. The army finding him in Romania, forcing him into containment and moving him to Berlin, the awakening of him.
He wasn't about to let the government make his daughter a threat and enemy like they did with him.
As Ross and his army grew closer all of the Avenger's backs grew straight and faces hardened.
They knew that business with Ross and the government never ended well, especially if he brought an army.
Natasha's hand held Anastasia's shoulder firmly and protectively.
Wanda's legs grew apart and hands fisted as she stood broadly in front of the girl.
Anastasia had never met Thaddeus, but while she was moving through different cities she saw news reports on cafe televisions and the Avenger's publicans unattractive tract history.

Ross' smirk grew and a shiver ran down Anastasia's spine as she reached her hands to clutch Natasha's and Wanda's like she was a child. When she was a child she didn't have the Avengers to fight for her, though.
"I'm sorry Stark, it seems I wasn't clear. I'm not asking. It'll be easier if you comply, less blood shed too," he drew on with his smirk and a small shrug, "probably."
