Sebastian then grants him the ability to make a contract between them. Saying that the price to cross the river has already been paid and that a big sacrifice had been given. Since Sebastian is a demon and eats souls, the price that he had been referring had meant that a soul was sacrificed.
Ciel says that he wants to take revenge on the ones who did this to us. It must have meant that there was someone who Ciel was close to. It is very unlikely that he meant the children who have also been decided to undergo the sacrificial ritual, as he grew up as a noble's child and has shown to be very selfish and spoiled.
