Right after demanding that Sebastian will never lie, Ciel announces that he will take revenge, as Ciel Phantomhive. Sebastian then starts chuckling, calling our Ciel to be quite the liar, he is laughing at how Ciel contradicts himself. From this we can take that Ciel is actually not who he seems. From his words, we can assume that Ciel is the one who was constantly regarded as this child from Kelvin's Memories because they both didn't go out often and that just being out with his family is considered to be a rare occasion. If this Ciel was the shy one from previous chapters, that would make him not Ciel, but actually someone taking on his name.

If Ciel is really not Ciel but someone taking his identity, Sebastian would be lying every time he called him so, and that would go against the final request that came with the contract so basically he can never call Ciel by his name and- wait. Have you guys ever heard Sebastian calling him Ciel? Sebastian has never called Ciel by his name. It has always been aliases or titles like Smile, young master, and even mistress at one point. This is evidence pointing out that Ciel is... Not Ciel.
