The user has the ability to take someone's quirk and give it to another, this means anything with a brain/nervous system etc. In order to do this they have to see the quirk first.
The maximum amount of quirks one being can have is two, and the user can't give multiple people the same quirk. It lasts 10 minutes maximum.
The maximum amount of quirks that can be taken at once is four, which the user needs to keep track of. If they aren't used or given to another they can be held on to for up to a week, but the victim will only lose their quirk when it is given to another or the user activates it for their own usage.
This works for all types of quirks, including mutant ones, however it will be painful for their body to form the quirk quick enough for usage.
