Why would Luna and Deus be mates when Moon goddess had already stopped making mates?

Third-person Pov
Moon goddess felt disappointed as she watched thousands of wolves, her followers, dying in vain in the war. She watched as Deus single-handedly killed hundreds of wolf within a second. Soon all her followers died and only Deus was the one standing in the middle of a war zone, covered by the blood that belonged to thousands of wolves who he had killed just now.
Moon goddess didn't create him. For that matter, she could never create someone as powerful as Deus. He was a Lycan, a cursed wolf and son of Zeus himself. He was born when Zeus mated with one of her follower wolves, while he was disguised as a human. Moon goodish despised Zeus just because he was responsible for Deus whole existence.
She watched as Deus went to the river and bathed in it. The clear water of the river now turned red because of all the blood. He went near the tree and slept there peacefully as if he didn't just kill thousands of wolves. He had no guilt and possibly no heart too. Only a heartless person could end so many life and sleep like a baby.
However, those wolves who died weren't innocent ones. Moon goddess herself had sent them to kill Deus. He was extremely powerful and such power couldn't be entrusted to a heartless person like him. Although he had never once hurt any innocent soul, still he was given the title of evil. Maybe it has something to do with his limitless power. The world seemed to call anyone evil with whom they are scared of. Maybe the same thing happened with Deus.
Again, even if he was truly evil, which he wasn't, she couldn't blame him for being that. He had lived a pitiful life. His own father had abandoned him and he was treated like abomination by the entire world. He lived many years of his life in isolation, enjoying loneliness. He had experienced his fair share of pain and torture so if he was heartless then it was understandable.
Moon goddess felt pity for him and wanted to help him but she didn't know-how. Other gods were no doubt frightened with his power. That's why they had ordered her to tame him, restrain him and she only knew one way to do that. And the way was to terminate him.
"Moma, who is he?" Moon goddess heard her daughter sweet voice, Luna. She was a beautiful girl, one with a kind heart and an adorable personality. She had come to the age of marriage and moon goddess was looking for a suitable wolf for her to be married with.
Moon goddess turned to her daughter only to find her staring at the Deus through the crystal ball. There was raw emotion in her eyes that puzzled Moon goddess. Her daughter seemed to be smitten by the heartless Lycan.
"He is Deus" Moon goddess replied.
"Deus" Luna memorized the name. "He seemed so lonely and in pain." Luna mumbled still looking at the man in the crystal ball. He wasn't exactly a man but looked like an animal. Despite that Luna couldn't help herself but be attracted to him.
Looking at her daughter, Moon goddess got an idea. She knew that a single woman could do what thousands of men couldn't do. Luna was beautiful enough to capture anyone heart. Surely, she can seduce Lycan and either kill him or make him submit to her. She wanted to make Luna her weapon and send her to Deus. So she did what a mother should never do. She decided to make her daughter a queen and send her on war to defeat the king.
May be, Luna could be the one to tame the beast also known as Deus. May be Luna could be the one to lighten the dark world of Deus and turn him from evil to good. If that happened then she will not have to kill him. She knew the love has power and she wanted to test the power of love.
"Luna, do you want to marry him?" She asked her daughter. First, she needed to know Luna's choice, If she said no then Moon goddess would not carry out the plan. For her, Luna's happiness came first.
"If you think he's good for me then I would marry him, mother," Luna replied slightly blushing. She couldn't believe the man she just saw through crystal ball would be her husband. She was already feeling an unusual pull to him. So she wouldn't mind being married to him even though she didn't know anything about him. Besides, her mother was the one who proposed it and she would never say no to her.
"Then let's go meet him," Moon goddess said and transported themselves to where Deus was sleeping. She didn't think Deus was good for Luna. Instead, she believed Luna was good for Deus. So with slight hesitation, she decided to carry out her plan and see where it goes.
Deus jolted up from his deep slumber when he sensed someone's presence. He opened his eyes and the first thing he saw was the beautiful face of Luna. He was dumbstruck by her beauty. She was whiter than the snow and had the glow of the full moon. The beauty has immediately stolen his heart, the same heart which only beat to life the moment he saw her.
"What's your name beautiful?" Deus asked, slowly approaching her but stopped when he was two feet away. He didn't want to scare her.
"Luna." She replied and stalked towards him, closing the gap between them. She just couldn't stand being far from him.
Moon goddess was astonished. Both Luna and Deus has gotten comfortable with each other. In fact, they were acting like they were made for each other. Looking at the smitten face of Deus, she knew her plan was going to work and so she breathed in relief. Now if Luna managed to tame Deus then she wouldn't have to kill him.
"Deus, how are you?" Moon goddess greeted him. Hearing her voice, Deus turned towards Moon goddess and instantly his eyes turned to black from anger. She has dared to pay him a visit just after sending her army to kill him. He was about to attack her when a soft touch of Luna's finger stopped him. Just like that, all his anger evaporated in the thin air.
"Deus... I have come with a peaceful offer. I am offering my daughter Luna as a bride to you." Deus's mouth hung open at the revelation of Moon goddess. He couldn't believe he was going to get the girl that easily. He knew there must be some catch to it. Even if there was he wouldn't let that opportunity to go to waste. But first, he needed to ask Luna if she wanted it to happen.
"Luna... will you marry me." It was odd to ask the girl to marry him within two seconds of meeting her. But the smile in Luna's face told him it was Ok, somehow. When Luna nodded shyly he couldn't hide his grin. He felt happy for the first time.
"I will accept her as my bride but I need one thing from you Moon goddess before that," Deus said as he wrapped his hand securely around Luna's waist.
"What is it?" Moon goddess asked in reply.
"I want to feel a soul to soul connection with her. Make her my mate." Deus stated. He had lived his life alone in isolation. He had envied others for always having someone who loved them purely. So he wanted that for himself. He wanted such kind of love with Luna. He wanted her to be his other half, literally.
Moon goddess was in dilemma. She had never ever assigned mate to anyone other than the god and goddess, not even to her follower wolves who worshipped her. A mate was a sacred thing that only God had the right to have. It was the law of God. But again, Deus was a demi-god himself and Luna was also goddess as she was her daughter. So she didn't see any harm in this.
"Ok, you are mate from now on for eternity."
Luna was extremely happy after getting a mate. She squealed and hugged Deus. He, being equally happy, couldn't help himself and kissed his soon to be wife, sealing the deal.
And that is how Luna and Deus became first mated werewolf pair of werewolf history. They were happy though it was soon going to disappear.
