Hogwarts has a program where for a semester the family of the students in fifth year come and live with them to see what they are doing. Vernon Dursley has recently been fired from his job because of his anger issues. They get a letter from Hogwarts asking them to live with them for a semester. If you haven't guessed already Umbridge was in charge of this entire thing. She sent the letters to the Dursley's offering to give them his job back if the expose Harry while they are there.
