-Why doesn't Todoroki give Kirishima the mark that would allow him to stay on earth in the beginning?
The first reason is that when Kirishima was first going to earth, he wasn't telling anyone where he was going. So, Todoroki didn't know. Now, when Kirishima shows up *spoiler* almost dead on Halloween night and Todoroki heals him, he figures it out. But still, they want Kirishima to stay in Hell, so Todoroki didn't want to give him the mark at all because they wanted him to stay and be King. The only reason he gives Kirishima the mark at the end is because like Kirishima says, he tells Todoroki that he's gonna go back to Bakugo and he's gonna stay there even if it kills him. Todoroki knew that he meant it, and that's why he finally decided to give him the mark. Not because he agreed with the fact of him staying on earth, but because he didn't want him to get hurt.
