The Doctor finds an abandoned baby when dealing with the Daleks not wanting to leave her The Doctor raised the child as his own and names her Phoebe.

Raising Phoebe has his own she becomes the most important person in his life she becomes a fighter a traveler not knowing anything but the TARDIS itself where she grown up and help The Doctor and friends out on there adventures though time and space.

For Phoebe all she has even know is The Doctor and the TARDIS how will she react when she finds she has a brother will Phoebe leave everything she has ever know to meet her brother or will she stay with The Doctor because it's a save place
