Only the assassins are allowed to claim the throne. To keep the balance there must be two Assassins on the throne at all times. One will be of each class. They shall always remain separate, meaning neither of the Crown Assassins may combine families.

Court of Assassins

-Support the Crowns in their decisions
-Act as advisers
-Composed of those who had helped and played a significant role in the war on the side of the Assassins
-Each Crown will choose twenty families to place on the Upper Court
-Other Assassins who fought in the war and the families will be placed in the Middle and Lower Court depending on their participation
-The chosen Court members and their extended families are considered a part of the Court, though extended families will be placed in the Middle and Lower Courts
-Court members must specialize in the specific traits of their respective Crown Assassin
-Alone, they will be treated with the same respect as a Royal Assassin when accompanied by a Crown
-When accompanied by Royal Assassin, the Royals will have the utmost respect

If one of these ranks were killed, the killer may take the victim's former rank. After all, if you killed them, you are a better Assassin than the one killed. You deserve the rank, even if your victim is a Crown.
The only exception to the rule is if this takes place during a time of war. If anyone on the offensive side kills either a Court member or Royal, they will be replaced by their own family members. If a Crown was killed, they may be replaced by the next Royal in line, or the other Crown may take emergency control over the throne, making them the sole Crown Assassin.
All non-assassins must treat assassins with the utmost respect. The Governor and High Court Assassins of the sector will be the non-assassins' representatives in the Court of Assassins. The non-assassins are not allowed to participate in assassin activities, though they may continue to be employed by assassins or non-assassin businesses.
Non-assassins are not allowed to organize without permission from assassins. Any religious gatherings must be previously approved by assassins and have one assassin present at every meeting to ensure the validity of the gathering.
Those born to non-assassins will be non-assassins themselves. However, if an assassin sees potential in a non-assassin, with the majority voting of the Court, the assassin may convert the non-assassin to an assassin. The converted non-assassin will take the class of the assassin who converted them. The converted non-assassin may also take the family name of the assassin who converted them if they wished to do so. Converted non-assassins will be integrated to the Lower Court of Assassins and their children will also be assassins.
As said before, all rules must be followed or anyone holds the right to kill you.
The Crowns may choose the punishment they deem necessary for any other crimes.
