**13 years before the 9 tail invasion of Konoha**

"Your double lariat continues to improve. Keep up with your training and one day, you two might be able to beat even me." The Raikage looked at his sons as they made the walk back to his office. 

"Ay and Bee, stronger together of course, yeah! Surpassing the third is in our cards. Never underestimating the power of the set, Bee and Ay, brothers above all the rest!" Bee pointed his thumbs at himself and then took out a small notebook to write something quickly. 

Ay let out a short breath, shaking his head slightly to look at his father. "To surpass you would be a tall hurdle." 

"Children are born to surpass their parents." The Raikage stopped outside of his office, where a distressed woman stood. 

"Lord Raikage! You've returned." 

"Is there a problem?" 

The assistant swallowed and then pointed to the door as she stepped aside. "It's the Elders, Lord Raikage. They've gathered suddenly and demanded a meeting." 

"The Elders?" He raised his brow and then grunted. "Why?" 

"They wouldn't tell me." She shook her head. "It's only been a few minutes since they've arrived, but..." She glanced at the door again and paused. "Well, I think it's better if you speak to them yourself, as soon as possible." 

"I'll get to the bottom of this." 

He opened the door and stepped into his office, where the Elders were seated on the armchairs and couch. They stopped their quiet muttering between them at his arrival, and his eyes rested on the girl with them.Ay and Bee stepped inside after him, looking around themselves. 

"Oh, scary!" Bee turned to Ay. "The Elders look so serious, yo. Bad news incoming, big bro! Danger, little Yugito's about to cry. Upsetting her's a terrible crime, yeah!"

"Quiet!" Ay frowned at his younger brother and crossed his arms in the same way as his father as he eyed the four Elders that sat. 

"What's this about?" The Raikage frowned and stepped forward, looking over the Elders before his eyes rested on the two-year-old girl who was forced to sit in between two of them. "Why is Yugito here? Why isn't she with her nanny?" 

"We sent her home for the rest of the day." The elderly woman narrowed her eyes and watched the small girl shifting uncomfortably as she reached out her chubby hands. 

"Papa Ay..." 

"Stop that whining." The Elder slapped the girl's hand and her lip quivered as she started to cry. 

"Papa..." 

"That's enough." The Raikage stepped closer and waved his hand to Yugito, whose eyes widened and she quickly ran to him and hid behind his legs. "What is going on?" 

"As you know," A male Elder began to speak. "We have been overseeing the evaluation of the children of the Village to determine which will be suitable as the vessel for the two-tailed beast."

 The Raikage furrowed his brows and the air of the room shifted, filling with a subtle, though intense electricity. He glanced over his shoulder at Ay, who closed the door and moved to the side of the room, with Bee silent beside him.

Another Elder cleared his throat. "It has come to our attention that the girl in your care, Yugito Nii, meets the requirements to become a Jinchuriki." 

The toddler clutched the Raikage's clothes as she hid, and he patted her head and scowled between the Elders. 

 "You wanted to keep the beast within my own family, you mean, rather than continuing to evaluate the others."
