This story takes place in South Korea, present day.
My version of the omegaverse goes like so:
There are cities, in which reside several packs, depending on the size of the city. The packs are pretty much left to their own devices so long as they follow basic rules and have a Leader and Luna. Most packs don't interact with each other, and geographically the area is a lot less developed. By that I mean there is a lot of forest and no really big cities. Just packs that have 1000-5000 people.
The only people that control things uniformly across the country are the water, electricity and internet corporations which provide those services for the packs.
Aside from that, packs also have their own police and judicial system.
