technically speaking, ghostbur could go anywhere he wanted.
like, who's gonna stop him? they gonna hit him? please, he's transparent.
the point is, he's a curious little bugger. he heard about l'manburg and the people there so he wanted to have a visit.
"wilbur? you're not aloud here still." an unusually serious quackity stated from behind the ghost who was amazed at all the buildings.
"oh! pardon my intrusion! my names ghostbur by the way.... who are you?"
"ghostbur... uh i'm quackity."
"nice to meet you! i just came here for a look around..."
"k, have a walk with me. id like to get to know you.... you can get to know me too."
and they did. quackity touched up some buildings while ghostbur intently listened to quackity about something he was planning.
"so yeah, he deserves it and i'm gonna make sure he knows."
"aww that sounds mean!" ghostbur giggled jokingly, continuing to observe buildings while quackity fixed them up.
quackity became very... upset. he was mad, sad, numb. it was all blending together and he didn't mean to say what he said.
"oh! you're dead and went to hell! what's meaner? hearing badboyhalo say 'fuck' or exploding an entire nation?!" he yelled, continuing to rant about mean things but ghostbur just paused.
he blankly stared at the wall, tuning out what the angry man kept talking about.
