Scritch, scritch, scritch, scritch...

Tomura clawed at his neck as he watched a battle between a hero and a villain. Standing atop a building, he couldn't tell which was which.

Who could tell the difference between the two if they weren't named by this screwed up society, anyway?

Clearly the hero would be winning, there was no doubt about that. They were far more experienced. Given far more opportunities. The embers remaining of the League of Villains were fading, ever since All for One's defeat. Nothing remained for many villains.

He continued watching the two battling with disdain. In mere minutes, the villain was practically disposed of.

Pathetic...

He clenched his fist, and promptly turned to leave his position. When he turned around, he was met with Kurogiri, who had a newspaper in his hand.

"What is it..." Tomura impatiently inquired.

"The League is wondering what our next move is going to be," Kurogiri stated, "they've been waiting weeks for a new plan." he stood calmly, as Tomura thought for a moment.

"I don't know. The heroes are stronger than ever..." Tomura hunched before continuing, "Especially with that Izuku brat. I can't stand him." He began to scratch at his own neck once more. "Taking out my pawns, and Overhaul—Which I get, because he was weak, but seriously."

Kurogiri strolled toward Tomura, keeping his calm composure.

"Certainly they would have merely become obstacles." Kurogiri's eyes narrowed. "The League of Villains remains top of the villains. Besides," he reassured, "not all the heroes are stronger."

Tomura stopped scratching. He looked over at Kurogiri, waiting for his next words.

"All Might, for one, has gotten significantly weaker." Kurogiri unfolded the newspaper he was holding to present it to Tomura. He snatched the newspaper from Kurogiri, and began to read it. The article read about a news reporter that discovered All Might had retired after his battle with All for One. He was sworn off pro-hero work, for good. Another article in the same newspaper also revealed that All Might's intimidating muscle form was no longer. His true form was just a frail, skeleton-like man.

The side of Tomura's mouth grew to a sneer.

Of course... How could I forget?

He stood up straight again, an idea beginning to hatch in his mind. He tossed away the newspaper, and without another word, left through the door leading down into the building. Kurogiri followed close behind.

Inside the building was a bar, with a small television on top. To the side of the bar were a few tables, and some League members idling about: Toga, Twice, Dabi, along with Mr. Compress. Old floorboards creaked with each of Tomura's footsteps, until he reached the bar. The few members present watched as Tomura went by, awaiting his direction.

When he sat down, he stayed silent for a moment.

"So... Do we get to kill someone today, Shigaraki?" Twice broke the ice. "Can it be whoever stole my money a week ago?" His other half held a small grudge, it seemed.

He ignored the second half of Twice's comment.

"No one yet... I'm still thinking."

Toga took the response offensively, while the others sat, listening.

"Seriously?! I haven't stabbed a person in weeks... uuuuugh, I'm gonna go crazyy!" She huffed. Twice chuckled at the statement.

"You already are crazy, you moron." Dabi rebuked, leaning against a wall. Toga growled at Dabi and opened her mouth for a rebuttal.

Tomura tried to drown out all the babbling of his teammates. Thinking about what he could possibly do to finish off All Might, he tapped four of his fingers on the table. No solution would come to mind, his allies were being too loud. Too... Distracting.

That's it.

Tomura looked over at Mr. Compress, who was practicing misdirection.

A distraction...

The League continued their quarreling. Tomura stood up from where he sat, frustrated.

"Shut up for a minute, before I shut you up permanently..." he threatened, and the others were about to begin arguing with him when he smirked, "I just thought of a game plan."
