There are two ways that this would go so im going to explain both so same concept but a bit different
1: Tommy also has a white streak it is a white streak that you get when you die and come back. Before wilbur came back he loved it (after he got over the trauma er well sorta) as it was a sign of his bravery and just a totally unique thing but once wilbur came back it was just a reminder of the hell hole he went through and how he's similar to wilbur and i imagen wil seeing it for the first time and just comparing them so after that interaction tommy just dyes that part of his hair and then he is just a bit less like wilbur.
2: When tommy came back he just despised it from the start and he would always dye it but because he's broke and doesn't know how to do it that well he has re-dye it a lot. well i imagine that one time tubbo caught him dyeing it and so tubbo is the only one that know and idk just seems cute.
