As a soul not born from this universe, Frank is something of an "anomaly" in reality, an "unexpected visitor", or to put it simply, an "interloper". His extensive knowledge of the universe and its inner workings make him immune to all its rules. He is not align with the Will of Mankind due to Alaya not recognizing Frank's soul as a "human" but instead something that "is, was, and will ever be"; the "force" that exists at the top of all theories in every dimension, as well as the source of all events and phenomena in the universe.

Divinity: A

Due to his soul having direct access to the Root, his existence completely erase the meaning of "impossible", granting Foreigner what some would describe as "the capabilities of God".

Personal Skills:

Connection to the Root: EX

The mark of a wish-granting device, or in this case, the mark of all existence. As a result of merging with the Root, Foreigner became the manifestation of "Creation", a being that exist in every dimension all at once. All regular parameters become meaningless.

Present Concealment: A

Uncommon to the Foreigner class, this skill is due to Frank's innate ability to "blend in the background". Unless he makes his presence known, no one will even notice him.

Iron Will: B+

A testament to Foreigner's willpower, though most would call it stubbornness. Frank does not take no for an answer and will see his goal to fruition no matter what. It will take two Command Seals to make him obey.

Archive of Eternity: EX

Allows the Servant to access information directly from Akasha and have an absolute understanding of the history, powers, skills, and nature of the being their eyes have set upon. Should the Servant encounter a concept not within the archive, it will be recorded and sent to the Root for later use.

Noble Phantasm:

Aspect of Akasha: One who Reigns Over Concept (EX) Anti-Universe Noble Phantasm

A fragment of the Root granted to him while drifting in the void. As the ruler of concept, Foreigner can dictate whether something should have a "meaning" and, by extension, exist. It can be compared to the Mystic Eyes of Death Perception as both follow the same structure; though one "kills the concept" of a being while the other removes the "meaning of the concept." However, for unknown reasons this Noble Phantasm is sealed to Frank that not even he is aware of its existence.

Lord of Wisdom: Voice of The Universe (EX) Self Noble Phantasm

The "mind" of Creation, some would call it God. This is the result of Frank's soul being exposed to the Swirl of the Root (Akasha) and gained sentience after merging with his soul. It is self aware, granting Frank the power to perceive and interact with targets far beyond what a normal living being can understand; like a videogame. These abilities include:

Mind Acceleration: Raises Frank's thought-processing speed beyond superhuman levels

Analyze and Access: the ability to analyze and appraise a target.

Another ability is to temporarily take control of Frank's body should her Master become incapacitated. As a workaround, it can access the sealed Noble Phantasm without any side effects due to its nature as an outside entity.

Innovator: Imagination Knows no Limits (?) Unknown

Also known as the First Magic: Denial of Nothingness. It is the personification of Foreigner's Authority to "be born from nothing", made manifest due to touching the Root and doesn't require mana to activate. By uttering the aria "I think, therefore I am", it allows Foreigner to create anything with a mere thought so long as he has a basic concept of what he wishes. It cannot be classified under a single type due to its infinite potential and seemingly no limit to what the user can imagine; it could be even compared to a Marble Phantasm.
