COTE: Changed Rules

A bit similar to the last idea but it will still be in ANHS and there will be special exams but they won't need to be fought between classes.

Instead of class points and people being judged as a class, they are judged individually on behaviour and performance.

Each person will have a score each instead of class points and will start with 1000 and be judged by the end of the first month on what there score is to equate how many private points they'll receive.  So all the misbehaving students with bad performances will have very low point totals or zero, those who behaved and/or performed well won't lose many of their original total.

You'll probably need to get creative as special exams will probably need to be changed as instead of being fought between classes it will either be as individuals or in small groups that can be chosen by the students or are already set by the school depending on the exam.

The groups can be created with people from all of the classes which makes connecting and networking with people in different classes is important for finding the most competent people to do the exam with which would be difficult for smart students like Horikita and Yukimura who think they can do it themselves and struggle to socialise.

The butterfly effect of this would be interesting as Kiyo won't need to get involved with Horikita and the 3 idiots and can try get close with and connect with others.  Seeing Horikita struggle would definitely be a plus.

Since it doesn't really matter that incompetent people get expelled there's no need to save the 3 idiots really unless you want to save Sudo for his athleticism but it would probably be a waste of points if he fails, though could make sure to tutor him properly that he actually passes and make sure he doesn't get into trouble as he's a big liability.  I'd prefer leaving him though.

Maybe have Kiyo show some of his abilities so he can get into good groups for things and get more money.

Gives an opportunity for Kiyo to get along with people in different classes that he couldn't really in canon though I think Hiyori will still be a good pick as they should still be able to meet and get along under these circumstances and possibly get closer with difference in classes not meaning anything.

Perhaps make some exams involve all year groups competing.

So overall, exams and such aren't competed between classes but individuals.  People are scored on their own performance and there's a big emphasis on networking and knowing the most competent people as a lot of the special exams require you to create your own groups to compete in them which could be anyone across the school year so you don't need to necessarily group up with people in your class.
