Please don't bully me Nagatoro-san but with Kiyo and Ichika instead.
Have Kiyo in the art club or calligraphy club where his teasing kohai Ichika comes along to mess with him.
Would be best not making Kiyo as much of a wimp as the Senpai in Nagatoro but maybe make him a bit weak to teasing.
Ichika is all attack and no defence though so if Kiyo decides to turn the tables it has a big effect.
Could have Nanase and Tsubaki be Ichika's friends that sometimes come along as well.
