Chapter 3:

@The Meeting:

As the main ruling body of the entire Magic world, the Council possesses almost utmost control over it, acting as a leading government of sort. The Council rules all of the legal Guilds scattered throughout EarthLand, overseeing them and keeping them in check.

Today, the Magic Council conducted a sudden meeting together with the top legal guilds around Magnolia namely: Fairy Tail, Sabertooth, Lamia Scale, Blue Pegasus and Mermaid Heel.

They're discussing some previous matters that was been occured by the guilds' mages. And one very important matter....

"Now for our main concern...." the new chairman of the Magic Council, Guran Doma said. "I know that you all were already aware that Cobra went missing from his imprisonment. This information is confidential between the council and the guild leaders themselves that's why it was not announced around Fiore."

Each guild representative are of course their Masters:

1) Fairy Tail; Guild Master MAKAROV. (Fairy Tail is Fiore's currently #1 guild after winning the Grand Magic Competition. Known to have a very destructive mages and Dragon Slayers.)

2) Lamia Scale; Guild Master OOBA. (Lamia Scale is one of the most powerful guilds in Fiore. And has one of the Ten Wizard Saints, Jura.)

3) Blue Pegasus; Guild Master BOB. (Blue Pegasus is one of the top four guilds in Fiore, the guild is mostly a guild for women and effeminate males known for having beautiful members.)

4) Saber Tooth; Guild Representative MINERVA. (Saber Tooth is Fiore's #1 guild for the past 7 years when Fairy Tail's Tenrou team vanished. Have the well-known Twin Dragon Slayers, Sting and Rogue.)

5) Mermaid Heel; Guild Representative KAGURA Mikazuchi. (Mermaid Heel is known as an all-female guild.)

"Didn't he just escape or something?" said the strongest mage of Mermaid Heel Guild and a member of its team competing the Grand Magic Competition, Kagura.

"That's what we thought from the start. But Cobra said he wanted to pay all the sins he committed thats why he surrendered himself. And for the last few years he remain good. And there is no way that a mage can breakthrough the security there. We actually ordered the kingdom's knight to seek him the day he went missing. But I'm afraid we have bigger problem about Cobra's disappearance."

"How come? Is there any other cases involved?" Master Ooba asked. (Ooba has the same features to that of an old person with wrinkled skin, small eyes and bony hands. She has stretched earlobes and has long gray hair tied up in a huge bun with three layers)

"It is said that there were also missing Dragon Slayers from different parts of Earthland. Reports say that so far, many guilds were targeted." said Lahar.

"Ohh~ then that could be the possible reason why Cobra went missing. Its impossible that he could even vanish by himself. And all the members of Oracion Seis are gone as well. Could this be a work of a dark guild?" said guild Master Bob. (Bob is a bald, cross-dressing, elderly man. He is seen wearing a purple spaghetti-strap shirt, and a gold and red hoop necklace, and pink and purple vertical-striped shorts; He also completes his look with red lipstick. He has small, white wings that are surprisingly capable of flight, albeit to a limited extent)

"There must be a reason why he targeted Dragon Slayers." Kagura said.

"We don't know yet. But from the reports, all the missing mages were known to be Dragon Slayers from second to hybrid generations. And as of now, we conclude that this person or group were actually hunting Dragon Slayers. We all know that Dragon Slayers do possess great range of magic power, so the people behind this might possess greater power to commit this. We also received a report that they found dead bodies of civilians, mages and especially Dragon Slayers as well. Leaving some guilds to be abandoned."

"How disgraceful this mage could be!" said Master Bob.

"Using magic to hurt and get the lives of those innocent citizens are not forgivable! Mages should help maintaining the peace here in Magnolia!" said the angry guild Master of Lamia Scale, Master Ooba.

"Sorry to intervene..." they paused as they hear a voice. Then a slim young woman of average height distinguished by her Eastern look appered, "but I might as well say that Sabertooth's Twin Dragon Slayers went missing as well."

"She finally arrive." Kagura hissed as she saw Saber Tooth's representative, Minerva.

"WHAAAAAT!?" the council and guild masters yelled in unison.

"Someone is actually wiping out the Dragon Slayers just how Dragons were extinct. What could be the reason behind this?" Master Makarov said to himself trying to think what could be the reason. (Makarov is an extremely short, elderly man. He has black eyes and is growing bald with only the outer rims of his head containing white hair. He also has a thick white mustache. He has a black stamp of Fairy Tail that covers his entire chest area.)

"So that will be the latest report for the missing Dragon Slayers. We decided and held this meeting that all guilds here in Fiore shall join hands in looking for this hunter and alert all the Dragon Slayers and mages about him." the council said. "And as of Fiore's guilds, Fairy Tail have the most number of Dragon Slayers. Not to mention that four of them were the first generation Dragon Slayers; Natsu, Kyohime, Wendy and Gajeel. And Master Makarov's grandson, a second generation type of Dragon Slayer, Laxus." he added as he looks to Master Makarov.

"Let me just clear this out. As long as Sting and Rogue are safe. I no longer care with other Dragon Slayers." Minerva coldly replied.

"Tch!" Kagura hissed because of annoying Minerva.

"Be alert and hope to capture this immediately to avoid him killing innocent lives again." said the other Magic Council.
