The Winter Soldier's Girl (Bucky Barnes)

The Plan

Back at the Secret Facility Fury looks at a photo of Pierce and Him as they devise a plan. 

"This man declined the Nobel Peace Prize. He said, 'Peace wasn't an achievement, it was a responsibility.' See, it's stuff like this that gives me trust issues." He says.

"We have to stop the launch." Anne says.

"I don't think the Council's accepting my calls anymore." Fury ays and opens a case containing three chips.

"What's that?" Sam asks.

"Once the Helicarriers reach three thousand feet, they'll triangulate with Insight satellites becoming fully weaponized." Hill states. 

 "We need to breach those carriers and replace their targeting blades with our own." Fury adds. 
"One or two won't cut it. We need to link all three carriers for this to work, because if even one of those ships remains operational a whole lot of people are gonna die."

 "We have to assume everyone aboard those carriers is HYDRA. We need to get pass them, insert the server blades, and maybe, just maybe, we can salvage what's left..."
"We're not salvaging anything. We're not just taking down the carriers, Nick, we're taking down SHIELD." Steve states.
"SHIELD had nothing to do with it." 
"You gave us this mission, this is how it ends. SHIELD's been compromised, you said so yourself." 
" HYDRA grew right under your nose and nobody noticed." Anne adds.
"Why do you think we're meeting in this cave? I noticed." Fury states.
"And how many paid the price before you did?" Steve asks.
"Look, I didn't know about Barnes." 
"Even if you have, would you have told us? Or would you have compartmentalized that too?" 
"SHIELD, HYDRA, it all goes." Anne says. "There's no other way."
Theres a moment of silence. 
"Anne's right." Hill says
Fury looks at Nat and Sam.
"Don't look at me. I do what they do, just slower." Sam says.
"Well... Looks like you're giving the orders now, Captain." Fury says to Steve. 

Anne and Steve stand on a bridge they both flash back to after Steve's mother's funeral. 
" We looked for you after. My folks wanted to give you a ride to the cemetery." Bucky says to Steve as they walk up the stairs to Steve's apartment. 
Anne follows close behind. 
"I know, I'm sorry. I just...kind of wanted to be alone." Steve responds.
"How was it?" Anne asks.
"It was okay. She's next to Dad."
"I was gonna ask..." Bucky starts but is interrupted by Steve.
"I know what you're gonna say, Buck, I just..."
"We can put the couch cushions on the floor like when we were kids. It'll be fun. All you gotta do is shine my shoes, maybe take out the trash."
Steve tries to find his keys. Bucky kicks a brick aside and picks up the key and hands it to Steve.
"I think it's a great idea." Anne states.
"Thank you, both of you, but I can get by on my own."
"The thing is, you don't have to." Bucky says and put a hand on Steve's shoulder "I'm with you to the end of the line, pal."

They smile at each other.
"Me too." Anne says and the three of them embrace.
Their flashback is interrupted by Sam joining. 
"He's gonna be there, you know?" he says.
Anne sighs. 
"I know."
"Look, whoever he used to be, the guy he is now, I don't think he's the kind you save. He's the kind you stop." 
"I don't know if I can do that." Steve says.
"Me neither."
"Well, he might not give you a choice. He doesn't know you two anymore."
" He will. Gear up, it's time." Steve says and nudges Anne. 
They start to walk off. 
"You guys gonna wear that?" Sam calls after them.
Anne smiles.
"No. If you're gonna fight a war, you gotta wear a uniform." Steve calls back and looks at Anne. "Ready to wear the past?"
She smiles and nods.

A guard walks through the Smithsonian Museum when he looks over at the Captain America exhibt. The Captain America and Anne dummy both were naked. They had stolen their old uniforms. 
"Oh, man. I am so fired!" The guard says.
