"a character's lines and actions must match with their initial description"

Have you ever read a book where you happened to move through chapters and felt as if you were reading a completely different story/plot than the one that was previously hinted out in the prologue or the book description? yes? no? well i have,many times and it's annoying.
Not only does it disinterest you from the book but it's also very confusing,why put a description for the character in the first place if you're gonna write down its polar opposite?
