Never heard about it, nor did I ever see a fanart between them...Even if I did come across some content, I'm still not a fan of it. Okay, I know Vinnie and Carlos appeared only once, but in that unique appearance they haven't have so much interaction- Only Carlos getting shocked when Vinnie was trying to intimidate Philip, I can't remember. But overall I just can't see so much chemistry happening between them. Especially bc they are side characters with little personalities.
Do I ship them? No. If you ship them, I respect that, but for me this pair is pretty dull.
