This is more of a theory than a Headcannons which I guess Headcannons are Theories but Whatever!

Toby and Cody are 4 years apart in age difference (Toby was 17 when he went insane and Cody was 13 when he went insane) so when Toby was 4 years old it would've been when he could start to remember things, so he would've remembered if he had a younger brother or not, by then his dad had left, which means their dad left since Toby was a baby and he got with another women and had a child with her, Cody, so Toby and Cody are only blood reletated through their dad, and since Cody was born 4 years after Toby and didn't know he had siblings at all, it's why the met and didn't know they were blood brothers until later!
