Pokemon

You know how there's Tommy not knowing that his family is in a mafia? That- but pokemon-

Prompt:

Tommy is an average 10 year old, getting his starter from a local professor and his brother gave him a pokemon (can be any pokemon an evil team would use, and any starter you want it to be)
So, he does what all children do when they reach 10, go out on a adventure to try and beat the pokemon league- but, he noduces something odd after he beats the first few gyms, their was a evil team that keeps following him, but not like they wanted to steal his pokemon like most evil teams do to trainers, but instead it's like their watching him- observing him- which is odd.
When he gets closer to battling the league the team battles him more and more, wanting to keep him away from battling the champions- wich would make since. The champions are the leaders of the evil team and they probably wouldn't want their leaders out of that position.
One day arround when he battles the 5th or 6th gym though, he looses a battle agenst the team with not only his team, but himself getting hurt from it. Before he could run to a pokemon center though, one of the grunt's pokemon uses sleep powder and he goes unconscious.
When he wakes up he is being dragged through the Elite 4 building before the Grunts realize he's awake and leaves him right in front of the Champion's room, leaving and locking the door behind them so he couldn't leave.
After a while if debating on either he should open the door, or see if it's possible to escape, Tommy decides to open the door, only to see the last people he expected to see.
His family.

Notes:

Phil would be a bird type trainer. Can't convince me otherwise.

Wilbur's pokemon would be sound based, and I feel like his starter would be Primarina.

Techno would ether have fire type Pokémon, fighting type, or just a collection of pig like Pokémon. Likely with emboar as a starter.

I feel like Tommy's starter would be between Scorbunny, and Chimchar. He would think Snivey is cool- but would meet one that is too sassy and mean to be his partner.
