SBI- royalty
SBI met Tommy in one of the poorer districts and became attached to him, visiting often and they even consider him as part of the family. When the names where pulled for the hunger games however they forgot to take his name out and he gets chosen.
There's two ways this can go
They can "slightly" rig the game so that Tommy wins. Pushing the odds in his favor, giving donations, leaving supplies, making some contests mysteriously "disappear" during the night.
Or
They can make Tommy disappear. He goes missing during an event. Taking him out of the game while to everyone else it seems he died.
Ether way Tommy is pissed and confused and SBI has a lot of explaining to do
