He brought her up in a kingdom he thought good. Nope. He brought her up into a kingdom of his making, in a kingdom that he made to reject those like her.
He'd accused many of crimes they did not commit, committed others to unfair, cruel, and or unusual punishment, and induced fear into the rest. This resulted in fleeing and attacking of the kingdom.
Now? Morgana had attacked and fled from him because of her magic.
Why was he surprised? Oh, yeah. He'd probably thought she was a good daughter, ward, a good lady who followed the law, followed and abided by the words that came from his lips.
She was. Of course, she was. Then, the one lie that Camelot was made to follow was Uther's downfall, and Morgana's curse.
He was betrayed by a daughter he had betrayed before she was born.
You know what hurts even more? Uther had been raised in a land of magic— of high priests, priestesses, and dragonlords. He knew, he had known, people were born, though rarely, with magic in their veins.
