"Despite having all government funding withdrawn, the exploration Sea-Base has been completed on schedule, thanks largely to funding from interested investors. Professor Fischler, the head of the project, assures that he and his team have every legal right to proceed with their work, but Marineville Commander Sam Shore warns that by placing the base so near hostile underwater territory, Fischler is putting his entire team at risk, by threatening to provoke the wraith of underwater ruler, Titan. The ruler of Titanica has made various aggressive acts against both the surface world and other undersea races, and it is only thanks to the tireless efforts of the crew of the WASP flagship vessel, Stingray, that said-acts were thwarted."

"Gee, sounds like Troy and his crew have quite a lot on their plate to deal with," remarked Gordon Tracy. Prior to the founding of International Rescue, Gordon had spent a year in service at the WASPs, commanding a deep sea bathyscaphe which studied marine farming methods, and although he had never met the Stingray crew in person, Gordon had heard all about their well-earned reputation of bravery and heroism.

"Sure does," nodded Jeff. " Fischler doesn't seem to realise the trouble he may be asking for."

Brains, the scientific genius behind the Thunderbird craft, spoke up. "I k-knew Fischler from Un-University, Mr Tracy. He, uh, had a rep-reputation for rushing into things and, uh, cutting corners."

"That doesn't sound too promising either," said Scott Tracy solemnly

Jeff pressed a hidden switch on his desk, which established a communication channel between Tracy Island and Thunderbird Five, International Rescue's space station orbiting the Earth. Seconds later, the portrait of John Tracy changed to a communication screen showing John himself.

"Hi Dad, what's up?" asked John.

"I'd like you to monitor all transmissions regarding Sea-Base Neptune, John," Jeff spoke into the flipped ashtray on his desk, which contained a hidden microphone. "I've a feeling that there may be some trouble brewing there. Hopefully the WASPs can handle the situation themselves, but if the worst happens, we may find ourselves being called into action."
