Remember when Mufasa appeared in the clouds to speak to Simba? That scene is proof enough that Mufasa has supernatural powers and can control the clouds. So why would he cause the drought? To make tensions rise between the lions and Scar's team and to make lions go looking for food elsewhere (increasing their chances of finding Simba) so that Simba would go back home and be helped by his team of lions to dethrone Scar. Once Scar was defeated, it began to rain. Coincidence? Nope.
