STEP ONE: Add your background to a blank canvas. While optional, you can blur it a bit. For this it mostly just depends on what type of image you use as the background.

STEP TWO: Add your faceclaim png

STEP THREE; Add your title. In Ibis you can kinda curve the title as you please. It can take a bit though. So you Add your title like normal and rasterize the layer. Then you'll press the button that let's you move the layer. You'll choose 'Mesh Form'. Feel free to change the Division X and Division Y. That just adds more lines so you can more control the positioning of the letters. You'll want to move all point to make it wrap around your png.
TIP: if it's a longer title, it will be easier to do it word by word. I don't suggest doing the entire title in one go.

Honestly, I fucked up a bit cause it's kinda hard to see the title but it's still cute.
My og version is much better
