"Oh my," Cap says. " Sam, we need fire and rescue on the south side of the building. We gotta get up there," Cap runs towards the building leaving Thia there in shock as to what she did.

Nat comes up behind her and rubs her shoulder and kissing her forehead before going to help.

Present time:

Tony's POV
(After the whole presentation)

He walks down a hallway and stops to wait for the elevator.

"That was nice what you did for those young people," A lady speaks.

"Ah, they deserve it, plus it helps ease my conscience," Tony looks at the wall in front of him.

"They say there's a correlation between generosity and guilt. But if you've got the money, break as many eggs as you like. Right?" She asks.

Tony presses the elevator button.

"Are you going up?" He points up.

"I'm right where I want to be," She says as she goes to grab something in her purse.

"Okay hey," Tony grabs her arm stopping her.

"Sorry it's an occupational hazard," Tony apologised.

"I work for the state Department. Human Resources, I know it's boring but it entangled me to raise a son," She explains.

"I'm very proud of what he grew up to be," She pulls out a photo of her son and smacks it on Tony chest giving it to him.

"His name was Charlie Spencer. You murdered him, in Sokovia not that that matters in the least to you. You think you fight for us? You just fight for your self who's going to avenge my son, Stark?" The lady scoffs.

"While you saved your child I lost mine, think about what's gonna happen when your daughters the one you lose? He's dead and I blame you," She steps into the elevator.

Thia is in her room watching the news about what she did.

"What legal authority does an enhanced individual like Thia Stark have to operate in Nigeria?" The news reporter asks on the Tv.

Steve picks up the remote and turns it off leaning on the door frame.

"It's my fault," Thia refuses to look at him.

"That's not true," Steve tries.

"Turn the TV back on they're being very specific," Thia looks at Steve.

"I should've clocked that bomb vest long before you had to deal with it. Rumlow said 'Bucky' and all of a sudden I was a 16-year-old kid again, in Brooklyn," Cap sits down next to Thia.

"And people died, it's on me," Steve sighs.

"It's on both of us," Thia looks back at the blank TV.

"This job, we try to save as many people as we can sometimes that doesn't mean everybody. But if we can't find a way to live with that then next time maybe nobody gets saved," Steve calms Thia down.

Vision walks into the room through a wall.

"Vis! We talked about this," Thia smiles.

"Yes but the door was open so I assumed that.. Captain Rogers wished to know when Mr. Stark was arriving," Vision informs.

"Thank you, we'll be right down," Steve responds.

"I'll use the door," Vision points at the door.

"Oh and apparently he's brought a guest," Vision turns around before leaving.

"We know who it is?" Steve asks.

"The Secretary of State," Vision leaves.

Thia looks confused and opens her mouth to ask but stops her self.

Downstairs

"Five years ago, I had a heart attack and dropped right in the middle of my backswing. Turned out it was the best round of my life because after 13 hours of surgery and a triple bypass, I found something 40years in the Army had never taught me. Perspective," the Secretary of State tells.

"The world owes the Avengers an unplayable debt, you have fought for us, protected us, risked your lives but while a great many of people see you as heroes. There are some who would prefer the word 'vigilantes'," he continues as Thia begins to play with her thumbs not looking up.

"What word would you use Mr. Secretary?" Nat asks.

"How about 'dangerous'? What would you call a group of US-based enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who frankly, seem unconcerned about what they leave behind," He steps to the side so they can all see what's on the screen.

Whatever they show on the screen
Yep that's how I am describing it

"New York," He says.

"Washington D.C," He continues as the screen changes.

"Sokovia," He looks at Thia then Tony.

"Lagos," He adds.

Thia looks up and sees what she did quickly turning away from the screen.

"Enough," Tony says

"Okay that's enough," Steve say at the same time.

Mr. Secretary nods at his worker and the video stops.

"For the last 4 years you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate but I think we have a solution," He grabs a book from his worker and hands it to Thia.

"The Sokovia Accords," He says.

Thia picks up the book and tries to read the words attempting to remember what her dads been teaching her. Yes hydra taught her the basics but words still become tricky in her mind.

"Approved by 117 countries," Mr. Secretary continues as Thia gives up and hands it to Rhodey.

"It's states that the Avengers shall no longer be a private organisation, instead they'll operate under the supervision of a United Nations panel. Only when and if that label deems it necessary," he stands in front of Steve.

It breaks me heart that Thia has trouble reading :(. But I love that Tony teaches her <33
