The sound of the transponder snail being picked up gently filled the silent room. Smoker of the Marines held the animal-machine with surprising care, being sure not to hurt the creature in his palm.

Watching him silently while he waited for the other end of the call to be received were, of course, Tashigi, and a beautiful woman with bubbly pink hair, a curvy figure, striking eyes and a scarlett shade of lipstick. Her name was Hina, another Captain in the Marines and a close companion to Smoker.

Nobody moved an inch, until the other end of the line was picked up.

"Captain Smoker. What is the reason for your call?" A gruff voice interrupted with slight static asked bluntly from the other end.

"I must request something. This concerns the pirate, Strawhat Luffy." He asked with an unusual token of respect in his voice.

"That's the man with the highest Bounty of East Blue, correct? What about him?"

Smoker hesitated, breathing deeply before speaking. "I humbly ask that I pursue him into his quest into the Grand Line. He is the only pirate in the 15 years of being stationed at Loguetown that I have let out of my grasp. I can not live with that failure. So please, I beg you. For absolute justice."

The other man wasn't so convinced. "If you already let him past once, why do you think you can do it again?"

Hina stepped forward, non verbally asking for the transponder snail. Smoker didn't hesitate in passing it over, trusting her completely.

"Sir, this is Marine Captain Hina speaking." She spoke in a silky, light voice.

"Was I not speaking to Smoker? Why are you here, Hina?"

She sighed. "Yes, you were. However, Hina wants to offer a solution to the problem you just spoke of. Nothing ever happens at my branch, that's why Hina's here, speaking to you. My seargent major is running everything currently. So that brings me on to my solution."

The man known the other end was getting impatient. "Speak your point woman!"

She nodded, as if he could see it and spoke firmly. "Of course, sir. I just meant to say that perhaps Smoker alone may not be enough, but along with half of my Marine branch, it would be more than enough to capture such a criminal."

"Remind me of your Fruit power again, Hina?"

"The Cage-Cage Fruit, sir. It allows me to summon cages of any size or shape from anywhere I wish. Its particularly effective at mid-long distance." She was aware she didn't have the best Devil Fruit ever, but she was a smart and capable tactician, able to use her Fruit's powers as easily as breathing.

"How could one use such a Fruit?"

She gulped but carried on. "Hina has used it to capture over 150 criminals with traps and other forms of trickery. And from what I've heard, that Strawhat isn't too smart, my abilities counter his intelligence perfectly."

The man on the other end hesitated, and everybody's breath hitched. Eventually, his response came.

"Fine. I permit it. For absolute justice."
