My ideas for perks that I come up with, talk to me on discord if you'd like to, well, talk about em with me! I know Decaying Winter is very unlikely to get more updates, but I like to get this kind of thing out anyways.

Savage: Slightly similar to Vagabond, but chunkier/heavier combat with their perk. Their perk ability is a Kukri knife that can chop into one enemy, dealing large damage and applying bleed. Kills with the Kukri add to your Blood count, enemies with more HP  = more Blood. At a certain amount of Blood and higher, you could activate it to deal huge damage with the next Kukri attack, and take less damage for a short amount of time. More Blood when activated = longer resistance, more damage, capping at 200 damage.
Squad Leader: Can't figure out a name for it asides from SqL, but it goes like this. Leadership based perk, they take more damage and have slower movement speed, but they have a buff they can activate as their perk. It temporarily removes a morale and gives higher movement speed for a short time, though the buff does not apply to the user; it would also only have 1 charge, but have a decent recharge time.
Freezer: The opposite of Immolator. It sprays liquid nitrogen onto enemies, capitalizing on the already freezing temperatures of Eden-227 to just push enemies that bit further into becoming icicles. The spraying attack (AOE) that is the perk debuffs enemies with slowness and slightly lower defense, but when used at 30% charge or less, extends the debuff to the user (charge lowers when used).
Grappler: A purely adventure based perk, probably locked to higher level/tier players. A short-ish range grapple-hook, able to connect with terrain, objects, or enemies. Grapple hooking a part would slowly bring you against the surface of the part before bringing you up, giving you a small boost towards where you're looking when reaching the end of the grapplehook. Grappling an enemy does small damage and stuns the enemy while bringing them towards you, but the stun only lasts as long as they're being drawn in with the grapple hook. You could also grapple hook an item and bring it to you, but you can only do it if you have the space in your inventory. Grappling anything will use up one of three charges you have for the perk, and it has a long recharge time.
