Bruce stared at the file of reports. Seventy men and women were poised in one night and the number was increasing. All of them were affluent, powerful, and politions.
"Their homes were shredded." Gordon told him as he lit up the cigarette.
"Looking for something."
"And they found it." Gordon handed him the images, "All of them. They all had an owl mask put on them after they were killed."
Bruce grunted, "The Court."
"It seems they are finally making a move."
"No. Someone else is making a spectacle."
"Where's Nightwing?"
"With the League. They won't let them out of their sight. Their reasons vary per person."
"I can't see that kid vary happy."
"No. He's getting restless. He'll sneak out eventually."
Gordon nodded, "Can't blame him. That damn Prankster. What was he thinking to accomplish railing up the Court? There was no way they'd let him live after announcing to the world a super secret organization that kills people."
"He was hoping to ruin Nightwing. All it did was make the two cities he loves to rile behind him instead."
Gordon nodded, "Do you think... potentially Nightwing could give a presentation on the Court? For the Commissioners? Reno and I, I mean. We're going to have to deal with the Court most."
Bruce nodded already thinking of what he could do, "I have an idea. I'll get back too you."

Dick paced just outside the meeting room in the Watch Tower. He was going to be debriefing everyone on everything about the Court. If he'd been any place other than the Watch Tower he'd risk being killed on the spot. Four cops also accepted the risk and were welcomed to the meeting as well. One happened to be his boss and the another his newly assigned partner.
Bruce came out, "Everyone is ready. Are you?"
Dick looked down at his jeans, T-shirt, and boots through his dark shades, "This is going to be fun." He told him sarcastically, following Bruce into the crowded room. The Four cops were given seats of honor next to Batman and Superman, holding note pads.
Dick eyed them, "That better be invisible ink. If the Court even gets a hint that you know more than they want, they'll kill you."
The four cops paused, looking down at the note pads. His own Commissioner raised her hand before speaking cautiously, "Is there anything we can write down?"
"Not really." Dick grimaced, "If you have any questions after, Batman and I are more than willing to answer to a point. Or anyone else that knows about it. But the Court isn't one entity," He tapped the presentation board and three images come up, "It's three separate branches that work as one. The first," Another tap and 'Breeding Grounds' came up, "The breeding areas for both Talons and Owls. Talons as you all already know are the assassins. Owls are what made up the Court itself. They are the rich. They are the positions. They are the visionaries. They are the ones who sit on the Court and vote for what they do. And yes they vote for everything, even when using Talons. I'll get to that all later in the presentation."
He sighed, "Breeding Grounds for Talons are normally places that cultivate unique and uncommon talents. Academies, military schools, Circuses. They even trade with other assassin organizations for young assassins to train. The League of Assassins were one for a long time until they had a falling out."
