Russell Up Some Fun

Russell is checking the squeaky toys to make sure they squeak properly.
(toy squeaks)
Russell: Loud.
(toy squeaks)
Russell: Loud.
(squeaks)
Russell: Soft.
One squeaky toy is VERY loud, another one is broken so Russell throws it away. Then, Russell notices Pepper doing a comedy routine involving a fake arrow in her head. Russell speeds over to Pepper and scolds her.
Russell: Stop! You could poke someone's eye out with that!
The other pets, who were watching the performance, boo Russell for caring about his friends' safety. Pepper takes off the arrow headband.
Pepper: Seriously?
Russell: Yes. I am confiscating this.
Pepper: (laughs) Come on, it's a gag rubber arrow. We're just havin' a little fun!
Russell: Well, you know what they say, "Safety first... then fun!"
Russell wraps the entire thing in white tape.
Vinnie: Where'd you get that from?
Russell: Right here, in the Guidebook to Following Proper Safety Procedures while Engaging in Fun.
He opens the book it is revealed that Chapter One is titled 'Safety' and Chapter 2 is titled 'Fun'.
Sunil: Oh, boy. Come on Vinnie, let's go find something "safe" to do, hm?
Sunil, Vinnie, and everyone else walks away. Russell hands Pepper her tape-covered rubber arrow.
Russell: Here, now it's safe to use this.
Russell walks away and Pepper has no idea how to respond to it so she just stays quiet.
