Verde remembered meeting Zephyranth before the others, but to think she was also Skull the whole time, and a Witch was a whole new ballgame for him.
But he also knew that Zephyranth had Sky Flames and its extremely rare for one's flames to change.
There could be a possibility that the Cloud Flames are secondary and strong, acting as a buffer to hide her Sky Flames when they were Cursed. It would explain that time when they met on the train. His flames may have been trying to find her Sky only for the her Cloud Flames to Fend them off.
He'll need to conduct a test to make sure.

"A checkup? Well, we mostly have healers, but we don't have usual checkups." Zephyranth told Verde.
"Well. Just to make sure, I want to check your flames and state after.....those events." Verde said.

That afternoon while everyone else was busy, Zephyranth came to Verde's lab for him to Check her health and flame stability.
But he was not expecting for her to have multiple flames!
She apparently had all the flames of the sky, including 6 others he never heard of!
Moon, Wind, Star, Snow, Night and Aurora!
As far as he knew, only Lilianthe the Famous Songstress had these six flames.....

Looking into the pictures of Lilianthe's debut, he recognized distinct features that Lilianthe and Zephyranth shared. Similar bone structure and all.
Plus she had a monstrous sky that could easily overwhelm Yuni's, Tsuna's or even Luce's. Not to say any of her other flames were any weaker.
But if she was a Sky the whole time, how did she remain unattached all these years?
While there were traces of bonds, they were not strong enough and seemed temporary as they formed in life threatening situations.
He theorized that her other flames acted as a buffer or shield to keep grabby mafiaso away.
She did have cloud flames as strong as her Sky, and clouds love freedom.
It could also be the reason she's not looking for Guardians.
He'd have to inform the others about this.
