Valerie was originally supposed to be based off Brooklyn, but Alliestar played around with her features and appearance a bit so there were no questions considering Brooklyn had drowned years ago.
this dead flesh body is what Alliestar used to get things done (Tyler too), but Valerie is purely just a part of Alliestar, making her a very manipulative, sinister young girl

In future, it could've been possible that she met Lara along the way.
Though Lara would not have gotten along with Valerie considering how mean she is.
Her mind set
Valerie is under Alliestar's/Vera's control but still has a mind of her own and she tries to find any way to torment Cindy since this is what Vera told her to do.
How does Valerie know Cindy?
Between the years 2015-2017, Valerie came across Leeovra/Cindy
Following her around ever since like her own personal tormentor that tries her best to make Cindy's dead-life hell!
