The Flamingo Arc II

Chapter 1: The New Member

At Beacon

The students of Beacon Academy had just finished their lessons and are on their lunch break. Many young teams have been preparing and training for the upcoming Vytal Festival and see who would be considered the strongest huntsman team of their generation. RWBY is having lunch with their sister team, PRN (Prawn), as they're thinking of strategies and training exercises. Unfortunately, team PRN won't be able to participate in team battles as they're only 3 people, but they can still participate in the 2V2 matches.  

Ruby: "Alright team RWBY, hurry and finish eating so that we can go train!" The young leader yells as she quickly eats her food.

Weiss: "Slow down you dunce, you're going to end up choking on your food." The Schnee said to her leader.

Yang: "Chill out, Ice queen. We do need to train in order to win the festival. I can't wait to kick so many people's butts!" The blonde hair yells with confidence.

Blake: "We still don't need to rush things." The Faunus said as she reads her book.

While team RWBY is having their conversation, team PRN is having a discussion on their own. 

Nora: "This is so unfair! We can't be on team battles, just because it's only 3 of us!" The orange-haired girl yells in disappointment.

Ren: "Nora, just be glad that we can participate in the 2v2 battle. I believe that you two should participate." Said the lazy teen.

Nora: "OOOHHH, that sounds like a good idea, Renny! With Pyrrha and I, we'll be unstoppable! Right, Pyrrha?" She said looking at her new team leader. 

For the champion of Mistral, she was too busy playing with her food while thinking of a familiar blonde man in her head. 

Nora: "Pyrrha." She said, snapping the invincible girl from her thoughts. "Are you ok?" She asked in concern.

Pyrrha: "Oh, I'm fine Nora." She said with a fake smile.

Ren: "...still thinking of him right?" He asked, which made her flinch. "Pyrrha, I know that you miss him, but he's moving on with his life. You need to move on as well." He gently told his teammate. 

Nora: "Right! We need to focus on the festival! We're going to show everyone that even though it's the 3 of us, we can still be unbeatable!" She yells with excitement and pride. 

Before Pyrrha could say anything, the TV screens that are in the school cafeteria began to catch everyone's attention. 

TV: BREAKING NEWS WITH LISA LAVENDER

Lisa: "This just in. A new member has been selected to be part of the Valean Council by the Five council members themselves. This morning, Remnant's famous fashion designer, Donquixote Doflamingo, has been elected to have a seat on Vale's Council. Mr. Doflamingo has the vote of all the councilmen and was able to skip the process of being elected. We now go live to the press conference at Vale's City Hall."

The cameras of the channel show so many reporters and cameramen trying to get a discussion with the man, who was once known as Jaune Arc. Doflamingo is wearing a black 3-piece suit with his pink fur coat hanging over his shoulders and his curved glasses while smiling at the reporters. Behind him, was Rarity who is wearing a pink and white business suit with a scroll in her hand. Next to them, were the five councilmen along with the rest of Vale's Governing Body.

Doflamingo: "Let us begin quickly. You first, sir?" He said pointing to a male reporter. 

Reporter 1: "Why exactly were you chosen to be part of the council?" He asked the big question.

Doflamingo: "Excellent question. You see during the expansion of my business here in Vale, I was able to see the many problems the city isn't even aware of. Large Criminal Activity, Bribery, So many thefts, police corruption, racism, etc. I'm aware that the council was doing as much as possible, but there are so many limitations. Seeing as they need some help, I decided to have a meeting with them to see if I can be a part of the Council. We had an amazing discussion that led to them agreeing to accept me into the council. Next question, you ma'am?" He said pointing to a female deer faunus.

Reporter Faunus: "Will you be able to help stop the bigotry of humans and faunuses?" She asked with other faunus agreeing. 

Doflamingo: "Ma'am, the better question is how can WE stop the bigotry? I cannot control people's emotions on the latter. We the council can give you citizens of the Vale the best opportunity to work together. To show that we are all the same on the inside. That animalistic feature doesn't make people different from each other. We can start this process with the upcoming festival. The new generation of huntsmen is taught that no matter who you are paired with, whether it's male, female, a person of 3rd gender, human, or Faunus, that those are the people that will help you overcome your obstacles." He said with informative power in his tone.

All reporters were silent after this response. They realized that he was right as he cannot make people change by force. That only he can help provide the path to unity. 

Doflamingo: "We have time for one more question as we will be very busy after this conference. You there?" He points to a male dog Faunus.

Reporter 3: "What will be the first thing you will do as a Council member?" He asked.

Doflamingo: "Ah, good question. As we have time before the Vytal Festival begins, we have discussed that we will need a lot of security as we cannot fully trust the Vale Police Force. We will not ask for help from Atlas since we are all aware of how their kingdom operates. I have seen that our Kingdom doesn't have a proper security force or else we would have fewer problems that we're facing. We have discussed thing this before the conference began and it's an agreement." He said with the five councilmen looking at him with confusion. 

Doflamingo: "Ladies and Gentlemen, I, Donquixote Doflamingo, hereby announce, that the Valean Navy Marines, are hereby established!" He yells with a smirk as everyone besides, Rarity who also has a smile, were shocked in silence.

At Beacon

The entire cafeteria was also in silence, as the man who faked his transcripts, is now a member of the Valean Council and has decided to create a military force in the Kingdom of Vale.

Pyrrha: 'Jaune...what are you planning?' She said in her head as she watched the news.

Meanwhile in the Headmaster's Office

Ozpin, the headmaster of Beacon Academy was watching the news with silence as he stop drinking from his mug. Glynda Goodwitch, the Headmistress, was shocked in silence as the student she saw as a failure, is creating a military.

Glynda: "Ozpin? What do you think of this?" She asked the headmaster.

Ozpin: "...It seems like I'm going to have a discussion with Mr. Ar-, I mean Doflamingo.

At the City Hall

Doflamingo: "That's all the time we have. We, the council, have a lot of work to do to help Vale become better. We will see you all at the Vytal Festival." He said before chuckling. "Sponsor by Numancia Flamingo, FufufuFufufuFufufu."

Then the Cameras went off
