Chapter 4: The Ships Have Sailed

A month passed once the world announced that Vale was establishing their own Navy.  The world was even more shocked when thousands of humans and Faunus signed up to join the new Naval force.  With thousands of upcoming sailors, there are going to be a lot of numbers in each fleet. While upcoming sailors were being trained by Veterans from Atlas, mainly the ones that were screwed over by the rich assholes of Atlas, the first set of Ships built in Mantle had already been sailed into Vale. That was when Doflamingo got the call from the Headmaster of Beacon.

In Numancia Flamingo, Doflamigo was looking over the reports about the upcoming recruits that are being trained at a Boot Camp in Vale. As he was reading the file of a female mouse Faunus, the intercom on his desk began to talk.

Rarity: "Mr. Doflamingo, there's an Ozpin from Beacon here to see you. He has 3 other guests with him." Said the purple-haired beauty.

Doflamingo: *sighs* "Might as well see what they what. Send them in, hon." He said as he puts the recruit's files away and looks towards the door as he waits for his guests.

A minute later, the door was opened by Rarity as she led Ozpin, Qrow Branwen, General Ironwood, and Glynda Goodwitch to enter his office. 

Doflamingo: "Welcome to Numancia Flamingo Headquarters. Please state your reason for visiting as we are extremely busy." He said in a professional voice as he wants them to leave his office quickly.

Ozpin: "Mr. Doflamingo, I have great concerns about this." He said as Ironwood brings outs one of the flyers for the Navy.

Doflamingo: "What are your concerns about the upcoming Naval Force? It is something that the Kingdom needs." 

Goodwitch: "The issue is that upcoming huntsmen and huntresses decided to join the Navy instead of the 4 prestige academies. Not to mention that you have people from all over Remnant to join as well."

Doflamingo: "You make it sound like if I forcefully had them join. Besides these flyers are just another form of advertisement and propaganda. It's just really effective that it got a lot of people's attention. It only takes one person before the rest follow."

Ozpin: "The thing is, with so many going into the Navy, the numbers of upcoming huntsmen have declined so much that only about 20 are attending the academies when the new term starts." He told the upcoming Admiral.

Doflamingo: "I see and how exactly is this my fault? Those that decided to join the Navy sign up and went on their own. All I did was provide the flyers and recruitment stations. I don't control the people." He said with a shrug.

Ironwood: "You are aware that my army is already here in Vale that there's no need for you to have your Navy." He reminded as pointed outside the window, mainly at the Atlas bullheads that are already in the sky.

Doflamingo: "Under who's authority? The Vale Council? Well, I did some digging and it turns out that even they weren't aware of this. Yes, they knew that the General of the Atlas Military was coming, but they weren't told anything regarding the army that you have brought with you.

Ironwood: "I brought for security. You never knew what can happen with the Vytal Festival around the corner." He said as he explains his reasons.

Doflamingo: "You're doing the exact opposite of that. With your army here, unannounced mind you, the people will be asking too many questions, which can create fear and panic, which brings the Grimm to the city. Did you ever thought about that, General?" He said with a frown.

Qrow: "Kid's got a point, Jimmy." He said while drinking from his flask.

Ozpin: "Indeed." The headmaster agreed as he told Ironwood about this when he arrived in Vale.
