  A splinter faction of humans more xenophobic than the Sol Dominion itself. Though they call themselves a new government, they are no more than terrorists split into various cells across the Dominion. They refuse to sit at the table with the likes of the Nomas or Underkin, and are so indoctrinated in the belief of species purity, they even deem the half-breeds to be that of 'xenos mutations'.
  Though the UIC plays very little in the grand scale of galactic warfare, they are a constant sharp albeit very loose thorn, in the side of all the galactic powers. Their forces are few number, but their weaponry is on par with the rest of the Dominion.
  The only known cells by the public are the Scorpion and Cerberus cells. Each with their own ways of sticking it to xenos and the Dominion. Scorpion cell is known for its bioweapon attacks on worlds with interspecies relations. Most notably using a virus that drives individuals mad with rage if breathed in, on an entire industrial world amidst a Colonial celebration, in which the fallout lowered the population below half what it originally was, and effected species of all ages.
   The Cerberus cell uses more technological approaches to their terrorism. Shutting down air filtration system in space habitat domes, frying power grids to planetary defenses, deploying robotic soldiers in place of themselves, using psionic Manipulation devices to bend entire populations to their will to revolt against their 'oppressors'. Most notably Cerberus cell once assassinated several planetary generals all at once by venting all the oxygen from their well fortified orbital fortress. Then fried its systems, letting it fall to the planet below killing trillions as the crashing explosion burned up the atmosphere, suffocating or scorching all everyone on the planet.
