I don't have much for this one, but it is a small start.

Our world has changed from what it used to be. A few years back, a chemical was released into the air. While it killed thousand of people, it had the opposite effect on others. When they breathed in the chemical, instead of dying, they grew healthier. They even gained a few special abilities. No one knows why this happened. The government tried to experiment on them, but something caused the experiments to fail. The government felt that these people would be a danger to society. So whenever they found one of those special people, they killed them.
