If you haven't read Book 1 in 'Detective Jeon' series, it's a humble request to go through it because mapline is just a gist. Nonetheless you can still read Book 2 but it's advisable to go through the prequel for your own better understanding of characters, their past-present situations and relationships with each other.

For those who've gone through Book 1, let's have a quick character-relation recap before you dive into the Book 2.
