Every Region had its own diamond city, a jewel within their borders. Kalos had Lumiose City, Unova had Nimbasa City, Sinnoh had Sunyshore City, Hoenn had Sootoplis City, and Johto had Olivine City.
But Kanto? Kanto had several. For instance, Viridian City was the Capital, but Cinnibar Island was its sister in a way. Both were seen by locals as Kanto's twin Jewels because both the Gym Leaders were among the Strongest in Kanto outside of the Elite Four and Kanto.
Thus Cobalt chose to meet here with Acerola for two reasons, first to meet with Giovanni. Cobalt actually respected him, because despite being a megalomaniac and kind of a dick, he was actually the only Criminal Organization boss that knew not to fuck with Existential Pokémon.
What's more is that Cobalt did intend to dominate the world in a way, just not as a criminal. He intended to do so through two ways, business and the Pokémon League.
A talk of Alliance with Giovanni wouldn't amount to much right now, but Cobalt had decided long ago that Giovanni and Lysander were the lesser evils, and thus the best ones to help him dominate the Business market.
Acerola knew about his plans to unify the world. Whether she supported him out of love, friendship, or concern for his safety didn't matter to Cobalt, what did matter was that she was quite possibly the only person other than Tapu Bulu and his Pokémon that he genuinely cared for.
Besides, Cobalt intended to win every Pokémon League, defeat each Elite Four, become the New Champion, before resigning his title to repeat the process until he had held a place as Champion of Each Region.
Once done, Cobalt would use his company and his fame, to launch the largest Pokémon Tournament of all time. Every Champion, every Gym Leader, every Elite Four Member, and every past competitor of a Pokémon league who made it as far into the League as at least the Qaurter-Final's.
What's more is that he would be Creating several smaller Competitions that served as a bonus badge/ribbon for the League and Grand Festival while also hosting Region specific tournaments serving a similar purpose.
His company would produce premium grade Pokémon Food, all Natura and without chemicals. Basically Artisnal.
And besides this was just a conversation, letting Giovanni know that an offer would be forth for collaboration and that if he doubted the veracity of anything just have Alolan Case file 176321-TB Checked.
Of course Cobalt didn't need to be there in person, but there was a fair amount of respect and originality to going in Person. Course next time he was just going to send Acerola.
Or maybe a lawyer.
Either way the conversation would be a relatively short one, meaning he would be able to quickly head to Viridian Forest
There were a lot of decent Pokémon in Viridian Forest, like a number of Pikachu. It really appealed to Cobalt to capture a Pikachu, train it up, and send it off to Kukui to Evolve in Alola before bringing it back to Kanto. If nothing else it would give him an advantage over both Lieutenant Surge and Ash for Shock Value.
Granted it likely wouldn't last very long on Surge, and Surge would probably be able to recover after a few moves, besides which, even a normal Kantonian Raichu was not his type of Pokémon. Maybe an Alolan Graveler or Golem was more his speed, but knowing Acerola she'd be bringing at least one Pokémon with her for him from Alola, so it was just the question of which one ahe brought him.
