Kyurem can be found in the Icicle tunnel which I believed that is the easiest event in Pokémon glazed, you can have a chance to capture it by just having the HM Rock Climb, you can see a rugged stair rock near the man, who says "Kyurem is the Boundary Pokémon, which is believed to be responsible for this freezing temperatures." The man is near the inner entrance at Cape Azure.
