Chapter 1 : The Mission Debreif

The city of Yokohama had long since become independent from Japan, just after rumors of mysterious supernatural powers that had existed in Yokohama spread, the rest of the world soon faced the same crisis with the birth of quirks. After quirks were widespread and known to the public, Yokohama quickly worked to separate itself from the rest of Japan amidst the chaos. Yokohama had long known about the existence of abilities, but kept this knowledge tightly hidden, even after quirks were known to the public, Yokohama never confirmed the existence of abilities. Besides, abilities were rare and Yokohama is a mostly quirkless city.
To the heroes, Yokohama is an unruly city run by villains with a high crime rate, and miserable citizens.
To the quirkless population of Japan, it's a safe haven where they won't be ridiculed for not having a quirk.
Yokohama has a closed border, those who are quirkless can get in after some rather lengthy paperwork and heroes aren't allowed in unless dire circumstances arise, and if let in, they must be very careful as the city now has laws against regular 'heroic work'. Yokohama would rather not pay for letting heroes in with destruction of property, casualties, and injuries that seem to be included in regular battles between heroes and villains. Plus, why would they want their citizens to be influenced by that black and white way of thinking. The government might not approve of the Mafia's way of handling things, but at least they're not out killing and injuring innocent civilians who happened to be in the area of a battle, or destroying property(unless it's necessary). The few times the mafia has ended up destroying property, they fully reimbursed whoever owned it.
So what happens when the secret security of Yokohama is threatened by a small League of Villains? Who want information, a safe space to hide, and their ultimate goal, to rule over the city.

The president of the Agency walked out from his office to the main area, clearing his throat with a serious look on his face. “I’ve just received a call from the boss of the Port mafia,” There was a small pause and the tension in the room slowly rose. The president was quick to get to the point as the mention of the Port Mafia had the whole Agency on their toes. “He needs us to have a meeting immediately, it’s about the safety of Yokohama. He requested I specifically bring Kunikida, Tanizaki, and Dazai with me, I suspect he already has a plan.” With that, the president walked back into his office, motioning for the three he called on to get ready to leave. After about 30 minutes(most of which was convincing Dazai to go), they departed from the Agency’s building and headed towards the Port Mafia’s. Kunikida was driving, the president in the passenger seat, and Dazai and Tanizaki in the back. The president texted Mori that they were finally on their way. Once arriving at the Port Mafia’s headquarters, they were surprised to see Mori waiting for them outside of the doors.
Fukazawa quickly greeted Mori and they exchanged pleasantries while giving each other a glare of malice.
Dazai finally asked the question they all thought. “Why are you waiting for us out here, Mori?”
Mori simply turned his head towards Dazai and said “I didn’t inform anyone of this surprise visit, I don’t exactly want the information we’ll be discussing getting out.”
The Agency members were unsettled by the Mafia boss's words, but continued to follow him and their president inside the large building. They silently walked through an empty first floor to the elevator, where they rode it up to the top floor. The doors opened to the sight of the boss's office. The office had teal walls with mahogany baseboards, a blue and white checker pattern on the floor and a large red and black patterned rug in the center of the room with a red couch facing the window and a small circular table on it. The boss's desk was on the other side of the rug, with a wall of bookcases behind it. Two figures stood, silently, waiting for their boss to arrive. The two figures had their backs to the Agency members and their boss, but quickly turned around to greet their boss. The shorter one had short gray hair with a black streak showing on some strands, he was dressed in a black coat that went down to his ankles. The coat was zipped up and covered the bottom half of his face, he also had a tiger patterned hood. The boy had on black combat boots and black gloves, his eyes were unique, yellow under his pupil and purple above it. The taller boy had short bangs with long strands framing his face on either side, his hair was black with white at the tips. He had on a long black coat with black dress pants, a white dress shirt, and black dress shoes, he also wore a white jabot and his sleeves were ruffled at the end. This boy's eyes were gray with bags underneath, indicating many sleepless nights. These two were the White Reaper and Hellhound of the Port Mafia, infamous for their teamwork in close combat and assassination. Both boys were currently kneeling at the arrival of their boss.
The Agency was even more nervous, especially Tanizaki.
Eventually, Mori began walking to his desk and as he sat down, he motioned for the boys to rise and the Agency to come closer. They all took a seat, and Mori began to speak. "I've called this secret meeting because I've received some Intel. An outsider organization has been trying to find a way into the city." He paused and looked around at everyone's reaction to this news. Tanizaki, who was already nervous and squirming in his seat, had now stopped in stunned surprise. The White Reaper, the Hellhound, and Dazai's expressions didn't change, they already knew, it seemed. Kunikida and Fukazawa were shocked for a moment before recovering and returning to their stoic faces. Mori continued, smiling at Tanizaki's discomfort. "The organization is called the League of Villains, they're run by a dangerous villain called All For One. They are stationed in Musutafu, and have been focused on stopping the new generation of heroes before they make any progress, as proven by their constant attacks on the top hero school. We suspect that they are looking for a place to hide in Yokohama, somewhere that they can't be caught by heroes.''
Dazai suddenly spoke up. " And you want some of us to infiltrate a hero school and the league to gather information and protect the students."
Everyone in the room, except for Mori, wore a look of surprise, it seems even the Mafia members hadn't been informed of this.
Mori continued after a pause "I don't care about the students safety, having people stationed in the school is a good alibi and an easy way to get close to them to get information."
Fukazawa spoke, glaring at Mori. "You want me to send my Agency members into a hostile environment for information?"
"It's not just your Agency members, the White Reaper and the Hellhound will be accompanying them." Mori retorted.
Fukazawa sighed, knowing he couldn't talk his way out of this. "What is your plan, exactly? Then I'll decide on whether to send them or not."
Mori shrugged his shoulders and began to explain "The White Reaper and the Hellhound will be posing as students, Kunikida and Tanizaki will be posing as a pro hero and his sidekick, you will also be teaching the students. They think that you’re from a small city on the outskirts of Japan that's not very well known. You'll say that you have a quirk, not an ability, and the Hellhound will be the only known Mafia associate.''
The White Reaper suddenly asked "Why can't I be a known associate?" He was staring at Mori, a threatening glint in his eyes.
Mori sighed in annoyance before responding "If one of you gets caught, the other can get you out of trouble. If you're both known Mafia members, you could be a target, or the league could rat you out to the heroes and we’d lose two spies instead of one. I know you're not used to being alone, Atsushi, but it is necessary for this mission.''
The White Reaper, Atsushi, looked down, his face twisting in discomfort at the thought of being left alone for an extended period of time.
Fukazawa looked at his agency members “So, what do you think?” He looked at Tanizaki, “Can you handle it?”
Kunikida looked unsure but simply nodded, confirming that he’s willing to do it, Tanizaki, more hesitantly, followed suit. Dazai smiled at them both, which annoyed Kunikida and unsettled Tanizaki.
“Well?” Mori said, looking at the White Reaper and Hellhound.
They looked at each other, then nodded in unison.
“Well it’s decided!” Dazai said triumphantly “You guys will be going to Musutafu as students and a teacher.”
Atsushi looked uncertain and looked at Mori, Mori nodded to the silent question, then said “Tanizaki.” Tanizaki stiffened at the mafia bosses' use of his name “You just graduated high school, yes? Would you mind helping Akutagawa and Atsushi with some schooling and teach them how to act like normal students?”
Tanizaki looked nervous, but said yes anyways. Atsushi looked slightly excited, Akutagawa looked the same as always, his face not showing the slightest bit of his excitement. In truth, none of them could wait to leave the city and experience the outside world.
