This is Nix.
His planet is usually extremely fashionable in the steampunk sense and royal sense. So pretty much anything this fabulous (straight) boy owns is fit for a king or straight out of steampunk. This is an example of the former- he isn't even friggin royalty. He literally just keeps historical records.
