23rd of January 1990, 10:20 am, The Gra Valkan Emperor's Throne

Caesar was standing in front of the Emperor, mentally prepared to bring the bad news to him. 
"Your Greatness", he began, " I unfortunately have to report that the heavy cruisers Great Atlas and Great Astra have been sunk. The transmission we received stated that the ships had sunk, however no reason was stated before contact was lost."
The Emperor stayed silent for a few seconds. Suddenly, he gasped. "What?!"
He continued, in a rumbling, cold and threatening tone: " How? How could those heavy cruisers have sunk? You, the head of our great Navy, personally spearheaded their design to produce the finest heavy cruisers in our Navy! They could not have been sunk unless they ran out of ammunition!"
Caesars response was simply: "There is a high probability that they were sunk by a rock formation. The armor under the waterline is quite thin and could have been punctured at multiple locations, preventing flood compartments from being effective."
"But if they indeed did hit rock formations, why and how?"
"Either the rock formations were not spotted early enough, or the captains were incompetent. I, however believe that the captains were simply incompetent. The last weather report from the ships stated that it was a clear night. Rock formations should be visible, even at night, if the night was clear, which it was."
"Then how do you explain that they were sunk so quickly that not even a reason was provided?"
"That will have to be investigated at the site of the sinking."

United States Congress, 11:00 pm

President Bush finished his speech, " I believe that electricity in Alaska should be and can be quickly reinstated, and should be our main priority, along with trying to establish trade routes with the Soviets and local countries."

The members of congress applauded.
A vote was subsequently held as to if the situation in Alaska was of high priority.
The results spoke for themselves: 533voted yes, 1 abstained.

As a consequence, ships were loaded with supplies, electrical equipment and fuel, and departed for Alaska, where their cargo would be put to use by the Alaskan national guard.

Oil and gas was started to be imported from the Soviet Union, to replenish the reserves and prevent prices from rising further. The public was also now informed that the transfer had taken place, and that a treaty was signed with the Soviets, which were also transferred to this world. A majority of the public was neutral in opinion about the treaty, since they didn't believe that it would change much. On the other hand, people were worried that, since other countries existed, they would be invaded, and not having to worry about Soviet attacks was certainly calming.

"As we all know by now, two massive new nations have appeared. We do not know their intentions, relation to each other, military and economic strength, technology level, and openness to diplomacy. Their large size is worrying, as it means that they potentially have millions of inhabitants, and accordingly, an army of large size. As such, establishing contact with them should be a priority, as we do not know anything about both, except their existence.",
A Mu official stated, to which the Milishial official responded:"That is indeed correct. However, what concerns me is that, according to spies within the Gra Valkan Empire, two heavy cruisers sank fifty kilometers off of the larger nations coast, after they were sent for gunboat diplomacy purposes , with the spies unable to obtain any cause for their sinking."

"That is indeed very worrying, since all evidence we have been able to obtain describes the combat power of those ships as about equal to 3 of our La Kasami class Battleships. For them to sink without any cause, and with the waters having been calm, that is indeed worrying, though we have no evidence for the involvement of that nation. The smaller nation, on the other hand, has shown nothing of itself. It probably is populated, but to an unknown degree."
