Izuku had already finished his mission a while ago. He just really needs to escape to pass but why do that when he's having fun right now. And beside he saw Lida guarding the exit and he doesn't want to deal with that right now.

He will need to meet back up with the others for stage 4 of his plan. And then everything will be in place. So for now he is relaxing until the first domino gets pushed down. Izuku is having the time of his life right now.

After Uraraka said who she got. Izuku now knows who got who. So the following: Lida got Izuku; Shoji got Mina; Uraraka got Todoroki and that means Koda is a hero and he got Jiro. Which also means Izuku had been sabotaging the correct team. Which also makes him feel very giggly. Which is good (normally.)

Izuku hadn't been able to spot Koda yet, he searched the aftermath of the explosion, the back side of the city, he also found a good place with a great view of the city or well whatever is left of the city. This means that he is at the south exit, where Lida is. Now if everything goes as Izuku plans then hero's won't get more than 5 points. Oh so fun.

When Izuku spotted Koda talking with Lida he swung away, back toward where Todoroki is imprisoned. He climbed in through the open window, startling the 3 people in the room. Wait, there was another one in the makeshift prison.

"Oh, you got Mina?" He pieces the pieces together. The said pink hair was knocked out and cuffed to a nearby metal table. Todoroki either gave up or had something planned because he was no longer pulling against the cuffs.

He got a nod from Shoji, "Yeah she was stuck under some rubber from our explosion... She was just grateful to get out when I found her," Shoji looked at Mina, rubbing his own hands, "she tried to run away but she passed out before she was able to get far."

Izuku nodded, "she probably should go to Recovery Girl after this is over."

Now Izuku isn't dumb because everyone is acting weird. He noticed the lingering stares, especially from Todoroki, and the awkward way Uraraka is side stepping him. He is really good at reading body language, it's how Izuku was able to live up to now. He also had learned to trust his gut instinct over the years he had been doing underground missions. So when Izuku felt that something was off as soon as he stepped through the window, then something was most definitely off.

That also means one of two things happened while he was gone, Shoji's story of Mina was a lie or Shoji had met with Koda before Izuku did or anywhere in between that. So typically Izuku would normally let them continue acting but Izuku had another idea.

"I found Koda and Lida at the exit, I'm going to try to leer Lida here. But I'm not sure why Koda was with him," Normally one shouldn't face their back against a pack of wolves but Izuku wants them to be the first to act before he does. So as he was about the climb out the window he felt a hand against his arm. It's showtime.

Izuku was able to get one of his smoke grenades in one of his hidden hands to prepare for them to take the bait. So as soon as he felt that shift. He acted. A hissing sound filled the room filling it with dusty smoke, causing them to close their eyes, blinding them for the moment. Uraraka was screaming.

But that moment was all Izuku needed. When he pulled the smoke grenades he also covered his face with his mask so he wouldn't get blind too. In that moment he had cuffed Shoji with his cuff, or Uraraka's cuffs before helping Todoroki break free from his cuffs, letting him deal with the rest of his escape. Izuku also broke Mina's cuffs, carrying her like a sack of potatoes before jumping out the building swinging elsewhere. Leaving that building in chao feeling a cold breeze. Todoroki's ice. It was like a rescue mission but this kind of job was normally for the heroes. Eh.

Izuku had learned how to break the cuffs when he took it from Lida before. There was a weak point that basically connected everything together so pulling it up and over was the way to break them, a lot easier compared to brute force.

He also heard some birds cripping and a fast step from behind him. So they catched up huh.

Izuku had wanted to lead Koda and Lida to the "jail" room and cause some sort of miscommunication between them and then free the "prisoners" but this worked out well too. Izuku had handed Todoroki files back to him during that chaos so he is still able to complete his mission.

Izuku believed that somewhere in Shoji had captured Mina story was that Mina didn't pass out while trying to escape but it was more that Mina was going on about Lida and Koda chasing after her and not letting her catch a break. (He knows this because he was watching them chase after her. It was a good laugh.) And then somewhere in between her ramble she said something that could have connected to Izuku. Then Todoroki had added on or something and then they connected some things together. They must have just finished talking when Izuku dropped in because Shoji and Uraraka were probably still in disbelief. Maybe Mina passed out some time during their conversation.

Lida and Koda must be in the room too now, join in with their shouting match. Well Izuku is now done with all of the stages and can escape now. Everything is toppled over. They have no more cuffs so it will be so much harder for them to capture their target. Shoji is trapped. Uraraka target is freed and escaping. Jiro isn't able to rob anything. Mina is knocked out, that wasn't part of his plan but it works. Izuku's mission was completed long ago. An Izuku had handicap Koda quirk since the beginning of this round.

So yeah, Izuku is quite satisfied.
